Major Development Definition
Current ordinance
General zoning and subdivision review provisions. East Bethel uses several enhanced review tools, but there is no single rule that says when all of those tools apply.

Proposed rule
A project is a Major Development if it includes 50 or more homes, covers 20 or more gross acres, uses a Planned Unit Development, creates a new public street, expands the MUSA or municipal service area, or extends city water or sewer beyond facilities directly next to the property.
Why change it
This gives staff one simple test for deciding when the city’s enhanced development review rules apply.
Implementation
Add the definition to the general zoning and subdivision definitions and use it throughout the development-review code. Planning Commission public hearing → Council adoption.
