Preliminary Plat Findings

Current ordinance

Chapter 66 preliminary-plat rules and Appendix A PUD criteria. The city already reviews many of these issues, but the standards are spread across several sections of the code.

Proposed rule

A Major Development may be approved only if the city can answer yes to all eight questions: Does it follow the Comprehensive Plan? Does it meet the allowed density? Are the needed street connections provided? Can planned roads and utilities serve it? Are major natural-resource impacts avoided or reduced? Does it meet the fiscal-impact standard? Can each phase function on its own? Does it avoid unreasonable future costs or obligations for the city?

Why change it

This gives the Planning Commission and Council one clear checklist for deciding whether a major project is ready for approval.

Implementation

Add the eight required findings to Chapter 66 and the PUD review rules. If the city cannot make one of the findings, the project must be changed, conditioned, or denied. Planning Commission public hearing → Council adoption.
