Appendix A, Sections 49 and 56. PUD staging is required, but the code does not tie housing construction to delivery of the commercial part of an MXU project.

Proposed rule
No more than 50% of the homes approved in an MXU Master Development Plan may receive building permits until the commercial area has been platted and has the roads, water, sewer, and utilities needed for development.
Why change it
This prevents the housing portion of a mixed-use project from being built out while the commercial portion is left for later with no clear deadline.
Implementation
Add the 50% milestone to Section 49 and to each applicable development agreement. Planning Commission public hearing → Council adoption.
