Package 2 — Mixed-Use & Growth-Area Rules
Why this package exists
East Bethel already has an MXU district. This package completes it with enforceable rules so major growth areas deliver the planned mix of housing, commercial land, infrastructure, and connected development instead of allowing residential phases to consume the site first.
Package standard: PUDs may change project design, but they may not increase density or create new development rights. Each MXU Master Development Plan must carry its own required land-use mix; unrelated land elsewhere in the MUSA cannot be used to satisfy a project’s commercial or high-density housing obligations. Master planning begins at twenty acres or fifty homes; MXU land follows the 72.5% low-density housing / 20% commercial / 7.5% high-density housing allocation; large housing-only plats are prohibited outside an approved Master Development Plan; commercial sites must be development-ready before housing permits exceed 50% of approved units; and urban infrastructure and recorded obligations are mandatory.
Implementation posture: ready for staff and City Attorney redline drafting.
