Connected Street Requirements

Current ordinance

Chapter 66 street standards and Appendix A Section 49. The subdivision code already requires future connections to nearby undeveloped land, but that rule is not clearly built into MXU master planning.

Proposed rule

Every MXU Master Development Plan must show a connected street network for the full development area. Streets must connect to nearby developable property when a connection is physically possible. Each phase must build or reserve the street stubs and rights-of-way needed for those future connections. A connection may be removed only if wetlands, steep terrain, existing development, or another physical condition makes it impractical.

Why change it

This prevents isolated subdivisions and keeps future roads from being blocked as large areas develop in phases.

Implementation

Cross-reference the existing Chapter 66 street rule in Section 49 and require the full street network on the Master Development Plan. Planning Commission public hearing → Council adoption.
