Current ordinance

Chapter 66 — Subdivisions. The code does not currently have a specific conservation-subdivision process tied to rural development limits.

Proposed rule

A Conservation Subdivision is required when a property is 20 acres or larger and is divided into four or more residential lots. The number of homes allowed is calculated first. The developer must then identify the land to protect, place the homes, lay out the roads, and draw the final lot lines. If the project uses density above the normal rural limit, at least 50% of the property must be permanently protected as open space.

Why change it

This lets homes be grouped on smaller lots without increasing the total number of homes allowed, while protecting meaningful rural land.

Implementation

Add a new Conservation Subdivision section to Chapter 66. Planning Commission public hearing → Council adoption.
