Future Growth / Ghost Plat Requirements
Current ordinance
Chapter 66 and Future Growth implementation provisions. The Comprehensive Plan allows low-density development in Future Growth areas before city services arrive, but the subdivision code does not clearly require developers to show how the land can urbanize later.

Proposed rule
Future Growth land may have no more than one home for every 10 gross acres until urban services are available. Any subdivision that creates three or more lots must also show a future street, lot, sewer, water, and drainage layout for the property. New wells, septic systems, buildings, and driveways must be placed so they do not block that future layout.
Why change it
This allows reasonable development now without making future urban development harder or more expensive.
Implementation
Add the three-lot future-layout requirement to Chapter 66 and related zoning provisions. Planning Commission public hearing → Council adoption.
